All-Electric Buildings Act
Gallagher was the lead Assembly sponsor of the All-Electric Buildings Act (A8431/S562A), co-sponsored with Senator Brian Kavanagh. The legislation, which passed as part of the 2023 state budget, prohibits fossil fuel hookups in most new construction in New York State, requiring newly constructed single-family and low-rise buildings to be all-electric and extending the requirement to all remaining new construction by 2029, with limited exceptions . New York became the first state in the nation to enact such a law . The Building Code Council voted to include the law in its latest code update in July 2025, completing a two-year implementation process .
LLC Transparency Act
Gallagher authored the LLC Transparency Act (A3484A/S995B) with Senator Brad Hoylman-Sigal, introduced in March 2022. The bill requires limited liability companies doing business in New York to disclose their beneficial owners, defined as anyone owning at least 25 percent of the company or exercising substantial control over it . The Assembly passed the bill in the 2023 session, and Governor Hochul signed the final version, titled the LLC Disclosure Act, into law on December 23, 2023 .
Social Housing Development Authority
Gallagher is the lead Assembly sponsor of the Permanently Affordable Social Housing for New Yorkers Act, introduced in February 2024 with Senator Cordell Cleare. The bill would create a Social Housing Development Authority as a public benefit corporation to build, acquire, and maintain permanently affordable, publicly owned housing . The legislation has received endorsements from the Building Construction Trades Council, the NYC District Council of Carpenters, the United Federation of Teachers, the DSA, and the Working Families Party .
Substance Use Disorder Treatment Bill of Rights
In the 2026 session, Gallagher introduced and debated legislation to establish a bill of rights for individuals undergoing substance use disorder treatment .
Other Sponsored Legislation
Gallagher has sponsored or co-sponsored bills addressing tenant protections, the REST Act (Rent Emergency Stabilization for Tenants) in the 2026 session, the New York for All Act to limit cooperation with federal immigration enforcement, and the Access to Representation Act . She joined the Fight Corporate Monopolies task force at the state and local level, advocating for anti-monopoly legislation .
