Chuck Schumer: Policy Positions and Voting Record

Schema · ArticleLast updated · May 19, 2026

Charles Ellis Schumer (born November 23, 1950) is an American politician who has served as a United States senator from New York since 1999. A member of the Democratic Party, he has led the Senate Democratic Caucus since 2017 and currently serves as Senate Minority Leader in the 119th Congress (since January 2025), having previously served as Senate Majority Leader from 2021 to 2025. [1]

Schumer's policy profile has evolved over the course of a career spanning more than four decades in elected office. In a 2020 interview with Politico, he acknowledged this shift, saying that a good elected official looks at the needs of the people and that the problems of the 1990s differ from those of today. [2] His stated legislative priorities include New York's economy, expanding healthcare access, gun safety, college affordability, immigration reforms, climate change, and racial justice. [2]

Policy Positions

Gun Control and Crime

Gun control has been a defining issue for Schumer since his time in the U.S. House of Representatives. He was the leading House sponsor of the Brady Handgun Violence Prevention Act, which established federal background checks for handgun purchases. [3] He also co-authored the Federal Assault Weapons Ban of 1994 and the Violence Against Women Act. [1] In the Senate, he has continued to advocate for expanded background checks, assault weapons bans, and red flag laws. He supported the Bipartisan Safer Communities Act, signed into law in 2022 — the first significant federal gun legislation in nearly three decades. [4]

Healthcare

Schumer was a key supporter of the Patient Protection and Affordable Care Act (ACA) in 2010, helping steer it through committee and to passage. [5] As minority leader in 2017, he helped rally Democrats to defeat the Republican effort to repeal the ACA. [5] He has championed legislation to lower prescription drug costs, including provisions in the Inflation Reduction Act of 2022 that allowed Medicare to negotiate certain drug prices. [4]

Immigration

In 2013, Schumer worked as a member of the bipartisan "Gang of Eight" to pass the Border Security, Economic Opportunity, and Immigration Modernization Act, which cleared the Senate with significant bipartisan support but was not taken up by the House. [6] He has supported protections for Dreamers and a pathway to citizenship for undocumented immigrants. [7]

Economic and Consumer Policy

Schumer has focused extensively on consumer protection throughout his career. He passed legislation requiring credit card companies to provide uniform disclosure on applications, including annual fees and interest rates — a format that became known as the "Schumer box" and is now printed on all credit card statements. [8] He has also championed legislation to make generic medications more quickly available to consumers. [8]

Israel and Foreign Policy

Schumer has been a prominent supporter of the U.S.-Israel relationship throughout his career. In 2015, he broke with the Obama administration by opposing the Iran nuclear deal. [1] In March 2024, in a notable Senate floor speech, he said that Israeli Prime Minister Benjamin Netanyahu was an impediment to peace in the Middle East and called for elections in Israel when the conflict in Gaza abated — a move he later described himself as being "fiercely proud" of, framing it as showing that Democrats could oppose Netanyahu while still supporting Israel. [1] In a March 2025 interview, Schumer described his role as working to keep the political left supportive of Israel, noting that during a 2024 Senate vote on the largest aid package to Israel in history, only three Democrats opposed it. [1]

In October 2023, Schumer led a bipartisan congressional delegation to China that included a meeting with President Xi Jinping. He told reporters afterward that he emphasized the importance of a level playing field for American businesses and workers, as well as responsible competition. [1]

Technology and Artificial Intelligence

Beginning in 2023, Schumer launched a significant legislative effort to develop a regulatory framework for artificial intelligence. He organized a series of AI Insight Forums in the Senate, bringing together industry leaders, academics, and civil rights advocates. [9] Working with a bipartisan group of senators — including Republicans Todd Young and Mike Rounds and Democrat Martin Heinrich — the working group released a 31-page AI policy roadmap in May 2024, calling for billions in government investment in AI research while directing Senate committees to develop guardrails addressing AI-enabled discrimination, job displacement, and election interference. [10] Schumer framed the AI effort as building on the bipartisan model that produced the CHIPS and Science Act. [9]

Climate and Energy

Schumer played a central role in shepherding the Inflation Reduction Act of 2022 through the Senate, which included what has been described as the largest federal investment in clean energy in U.S. history. [4] The League of Conservation Voters has tracked his voting record as consistently pro-environment across most years. [11]

Cannabis

In July 2021, Schumer, along with Senators Ron Wyden and Cory Booker, released for public comment a comprehensive federal cannabis legalization bill known as the Cannabis Administration and Opportunity Act. He formally introduced the bill in July 2022. [1]

Voting Record

As a long-serving senator who has held party leadership positions since 2017, Schumer's voting record reflects both his personal policy positions and his role as the leader of the Senate Democratic Caucus. Party leaders sometimes cast procedural or strategic votes that differ from their stated preferences, a nuance that applies to Schumer's record.

Interest Group Ratings

Various organizations have scored Schumer's voting record over time. The AFL-CIO, which tracks votes on labor-related issues, has consistently rated Schumer at or near 100% on its legislative scorecard. [12] The Heritage Action Scorecard, which evaluates senators from a conservative perspective, gave Schumer a 0% score in the 117th Congress. [13] The League of Conservation Voters has rated him as consistently pro-environment across his Senate tenure. [11] These divergent scores reflect the ideological lens of each rating organization rather than an objective measure of legislative quality.

Key Votes in the 118th Congress (2023–2025)

During this period, Schumer voted for the National Defense Authorization Act for Fiscal Year 2024, multiple continuing resolutions to fund the government, the Fiscal Responsibility Act of 2023 (the bipartisan debt ceiling agreement), the Consolidated Appropriations Act of 2024, the FAA Reauthorization Act of 2024, and the Social Security Fairness Act of 2023. [14] On the Mayorkas impeachment proceedings, Schumer raised a constitutional point of order against the articles of impeachment. [14]

[15] As a party leader, his legislative activity is weighted more toward agenda-setting, brokering deals, and shepherding others' legislation than toward introducing his own bills. He was the primary sponsor of 64 enacted bills over the course of his Senate career. [15]

Impeachment Votes

Schumer holds a distinctive place in impeachment history: he voted on the impeachment of President Bill Clinton in both chambers of Congress. As a House member in December 1998, he voted against all articles of impeachment on the Judiciary Committee and on the House floor. Weeks later, as a newly sworn senator in January 1999, he voted "not guilty" on the two Senate impeachment charges. [1] He later voted to convict President Donald Trump in both his first (2020) and second (2021) impeachment trials. [5]
