Horse carriage bans have been debated in New York City for years without gaining traction. The bill was previously called Ryder's Law, named after a horse that collapsed in 2022. It was renamed after Romanch Mahajan, an 18-year-old tourist from India who was killed in June 2026 when a bolting carriage horse threw him — the first known passenger fatality in the industry's 167-year history.
