
Mayor Mamdani unveiled two consumer protection rules: a "Click-to-Cancel" rule taking effect October 1 that lets New Yorkers exit subscriptions as easily as they join them, and a proposed junk fee ban requiring businesses to show the full price upfront. Together, they could save residents up to $162.5 million a year. NYC is the first municipality to have such a regulation.
A similar federal click-to-cancel rule was championed by then-FTC Chair Lina Khan under Biden, but was struck down by a federal judge in 2025 and later shelved under Trump. Mamdani, who ran heavily on affordability, signed executive orders in January directing city agencies to pursue both rules. NYC is now the first U.S. city to finalize such a measure.
