Kingsbridge Armory Ethics Complaint

In April 2025, developer Manny Tavarez of Agallas Equities filed an ethics complaint against Espaillat and his former chief of staff with the Office of Congressional Ethics . Tavarez, who had lost a bid for the Kingsbridge Armory redevelopment project in the Bronx, accused Espaillat of violating House rules and federal bribery laws by allegedly playing favorites during the armory awards process . According to campaign finance records cited in the complaint, an individual on behalf of the winning developer's firm, Maddd Equities, contributed a total of $23,800 to Espaillat across the 2020, 2022, and 2024 election cycles . The complaint also alleged that Espaillat's former chief of staff, Aneiry Batista, registered to perform lobbying services for Maddd Equities after leaving the congressman's office . Espaillat's office had not publicly responded to the allegations as of the time reporting was published . The complaint remained unresolved at the time of his 2026 primary.

Manhattan Democratic Party Leadership Election

In October 2023, Espaillat and several allies faced allegations of cheating during a vote for a Manhattan Democratic Party leadership position . A February 2025 ethics panel report concluded that Espaillat and others violated multiple provisions of the New York County Democratic Party Rules through what it described as vote manipulation, improper check-in procedures, intimidation tactics, improper filling of vacancies, and obstruction of accountability mechanisms . Espaillat publicly told his supporters not to question Avila Chevalier's Dominican heritage, stating that she was Dominican and that he condemned the aggressive tone of the campaign . Pimentel was described as a longtime operator within New York's Dominican political scene who had previously served as state Senator Luis Sepulveda's communications director before joining Espaillat's office in September 2024 .

Criticism over Response to Mahmoud Khalil Detention

Espaillat faced criticism from his 2026 primary challenger over his response to the detention of Mahmoud Khalil, a pro-Palestinian activist arrested by ICE agents from his home in Morningside Heights, which is within Espaillat's district .
