Gov. Kathy Hochul signed New York's $268.5 billion budget eight weeks late, securing wins on childcare and pensions while weakening the state's climate law despite opposition from environmental advocates and fellow Democrats.
The budget was originally due April 1 but became the latest in 16 years due to battles over climate policy and car insurance reform. Hochul has increasingly used delayed budgets as a negotiating tactic since taking office.
